INDORE: Madhya Pradesh Public Service Commission two list formula- main and provisional to revise pre-results of State Service Examination 2019 has kick started multiple controversies related to cut-offs and selections.
The commission on Tuesday declared revised SSE-2019 results declaring 13180 qualified for state services for 571 posts, which were divided into two parts- 87% and 13% without any corrigendum based on an unbinding executive order.
Because of this, multiple issues arose. The first concern arises related to the Other backward category (open) cut off in the main list, where candidates securing 148 or more marks are selected.
Interestingly, the cut off for the Unreserved category (open) in the provisional list is 146. In case, the court quashed the 27% OBC quota, a situation will arise, where OBC selected candidates will have more cut off than UR, that will make the whole process illegal.
It will happen as those in the UR provisional list will get finally selected and those in OBC second list will be struck off with quashing the 27% OBC quota.
Similarly, a candidate of scheduled tribe securing 146 marks is selected in the main list of his category. However, he shall migrate to the UR post because of higher merit. But, migrating him to the provisional UR list because he can’t get into UR main list with 154 cut off makes his selection unsure.
The third issue, which came to fore is that despite the commission selecting around 3,000 more candidates in revised results to accommodate all, who appeared in mains for the examination, selected less candidates for Other handicapped posts. This time the commission selected only 75 candidates while last time it was 115, showed the records.
Former Deputy Advocate General, Indore bench, MP high court Abhinav Dhanodkar told TOI, “Dividing the advertised posts into two parts without publishing a corrigendum and only on the basis of an executive order is illegal.”
“The commission being a constitutional body, is not bound by the executive orders. They shall follow exam rules or directions from the courts only”, said Dhanodkar.
“The revision in this way is clearly an act of playing with children’s future. The commission shall have sought clarification from the court by moving an application before proceeding in this way”, said Dhanodkar.
The MP high court directed the commission for SSE-2019 pre-result revision on April 7 this year, while declaring exam rules 2020 as ultra vires after mains examination results were declared. The exam rules barred meritorious category (OBC, SC, ST) students’ selection to UR seats at prelims and mains examination stage.
MPPSC OSD, R Panchbhai however said, “The court directed to give only 14% reservation to OBC, which we have followed. The commission broke the advertisements in two parts giving only 14% reservation to OBC for proceeding ahead in the examination.”
“Now, these two advertisements are separate. There is no merger. The selection or non-selection of candidates from one list will not affect another and vice-versa”, Panchbhai added.
Three results declared

The commission selected 167 candidates in the main list and two in the provisional list for 129 posts of Veterinary surgeon in the result. Similarly, 88 candidates in main list and three in provisional list are selected for Assistant Manager’s 63 post and 12 candidates in only main list for Dental surgeon in the results for written examinations.
